Federal oversight in Puerto Rico

This article describes the oversight regime imposed on the Puerto Rico police by a US federal court and Department of Justice in 2012 to address serious police misconduct. The island is a territory of the US and its residents are US citizens. The island’s 17,000-officer police department is the second-largest non-federal law enforcement agency in the US (only the NYPD is bigger).
