“Carding” in Toronto criticized

Toronto police have been criticized for their use of suspicion stops, similar to issues related to stop & frisk and racial profiling in the U.S. A new study suggests that the city’s police feel pressure from their commanders to make the stops but are reluctant to issue required receipts.
