Afghan local police

This report from the International Crisis Group reviews the history and performance of the Afghan Local Police, created since 2001 to augment national police and military forces in rural areas. It’s a mixed picture, with the ALP gaining popular support in a few areas but more often engaging in brutality, crime, and corruption themselves. A number of specific recommendations are provided.
