FBI ViCAP system still underutilized

This article provides an in-depth review of ViCAP, the U.S. national system operated by the FBI to help link unsolved murders and rapes. The 30-year-old system remains woefully underutilized, in contrast to ViCLAS, the comparable Canadian system which benefits from better funding and legislation mandating that police agencies participate.
