Disproportionate traffic stops in Ottawa, Canada

Black and Middle Eastern drivers are stopped by the Ottawa Police Service at a rate 2-3 times higher than would be expected from population figures; for young minority drivers, the rates are 8-12 times higher. The Ontario Human Rights Commission has issued a response to the data, calling for “meaningful and effective measures to prevent and eliminate all forms of racial profiling … [to] include providing leadership, reimagining models of community policing, providing training, and committing to monitoring and accountability measures.”

  1. As you and I both know, the benchmark should be violator behavior rather than demographics. All groups do not drive alike and are therefore not “similarly situated.”
