Secretive culture in the Garda

At the outset of the Charleton Tribunal, an inquiry into whistleblower retaliation, this column considers the issue of external accountability of the Irish police and whether the current matter reflects the actions of “a few bad apples” or a more extensive and secretive culture within An Garda Siochana. One suggestion is a formal review and change process modeled on the 1998-99 Patten Commission that set in motion police reforms in Northern Ireland.
