Policing challenges in South Sudan

This report summarizes continuing challenges to establishing professional and democratic policing in South Sudan. Despite efforts by the UN and donors, the country continues to rely mainly on paramilitary units and human rights violations are common. An effort to create Joint Integrated Police (JIP) units with equal representation of government and opposition supporters has so far not been successful. The report concludes that “police transformation will require political will at the highest level to redefine the way security is provided to the people of South Sudan.”
