License to kill in Rio

After Rio de Janeiro logged over 5,000 homicides in 2017, Brazil’s president put the military in charge of security. Now, as reported here, the newly-elected governor, who “cruised to victory in October promising a brutal crackdown on criminals” has announced that pairs of sharpshooters will accompany police on patrol, one to shoot and one to videotape — “The protocol will be to immediately neutralize, slaughter anyone who has a rifle.” Plans also include adding 30,000 security cameras and using drones with facial recognition technology to spot drug traffickers holding weapons.
